Does this work for creating a new Google account?+

It can deliver the sign-up code, though Google is stricter on brand-new accounts and may reject some numbers. A failed activation is refunded, so trying costs nothing.

Can one activation verify several Google accounts?+

No. An activation catches one code for one account. Google also limits how many accounts a single number can verify, so plan on one per account.

Will Google ask for the number again later?+

It might, for recovery or a new-device sign-in. An activation cannot receive that later code, which is where a monthly number is worth it.
