German numbers really do vary in length
Do not worry if two German numbers have different lengths. Area codes run from 2 digits (30 Berlin, 89 Munich, 40 Hamburg) to 5 digits for small towns, and the local part varies too. Just drop the first 0 and dial the rest as written.
Mobiles start with 015, 016 or 017 when written in Germany. After dropping the 0 they look like +49 151, +49 160 or +49 170 and a 7 or 8 digit number.
